A recruiter reached out on LinkedIn. I responded the same day, but they never replied even after I followed up a few times. I eventually got an interview a year later. Their interview process is strict; they said if I didn't know a certain abbreviation I'd never encountered, I wouldn't be hired. This explains why positions remain open. Based on Glassdoor reviews for the data department, a 1-star rating isn't surprising.
