The process differs by department. Once admitted as a PhD student, you arrange casual meetings with professors you want to work with. They'll tell you about open projects and the kind of experience they need. It's usually informal, and you'll reach a verbal agreement. Officially, placements are made at a faculty meeting, but this usually just confirms the earlier verbal agreements.
