Behavioral Technical

I got a call for an on-site interview. First, HR talked to me and asked some basic questions about why I applied, my projects, and subjects I liked or disliked. Then, I spoke with a technical person who didn't ask any technical questions but just described the project they were hiring for. At the end, they said they'd let me know if I was selected for the next round, which would be a technical interview the following week. I waited two weeks and sent a few follow-up emails, but got no response. Finally, after four weeks, I got a reply saying I wasn't selected.
