I'd suggest reaching out to a potential professor a few months before you plan to start and seeing if they'd be willing to take you on. It's a pretty casual process overall. It usually helps a lot if you've taken a course with the professor and done well in their class. I'd also suggest reading some of their most recent publications to get a sense of what they do.
