Behavioral Technical Presentation

I had several interviews with the department head, team members, and department heads. Finally, I had a conversation with an HR representative. When I didn't receive any feedback after 3 weeks, I called the HR person. She said they had decided on another candidate and had intended to inform me. Information like that is definitely something they should proactively share, not something I have to chase.
