To get a full-time training technician or AGR job with the Wisconsin National Guard, the best ranks are E-5 to E-6 or O-2 to O-3 for officers. If the job is open to the public, just apply! Sometimes candidates are already picked, and they just go through the motions, but I've been on hiring boards where someone from outside totally beat the person we thought would get it.
