After sending my resume, I got a quick call. I had a decent phone interview with HR and was invited for an in-person interview. I interviewed with my direct supervisor and felt it went well. She asked if I'd be open to a second interview with the CEO after she finished meeting with other candidates. I agreed, and she said she'd be in touch in about a week. Three weeks later, I had the second interview. Again, I got a really good vibe from my direct supervisor, who at the end said she 'had a good feeling' and that they just needed to check my references, and then hopefully I'd get the job offer. My references were never contacted, and I never heard back from them after that.
