I went through 2 interview rounds with Photon and got a conditional offer. The client preferred locals, but a hybrid role in my state was okay. After the second interview, I followed up and was told they were interviewing locals first. Then, a week and a half later, I got a formal thank you for interviewing note saying the client chose someone local. They claimed to find out the day before, which I doubt. I just expected basic courtesy from recruiters. In the end, they prioritize commission over job seekers.

It was a recruiter call, then a manager, then a director. The salary they advertised was changed during the process. After they made an offer, the HR person called me and dropped it further, saying the agent was wrong, even though the director had confirmed it. I verbally accepted the new salary and was waiting for the contract when I received a call stating they had a 'squeeze' and needed to lower the offer again. It was a completely unprofessional way to behave and a waste of my time. They took the role from an average senior salary to an average junior salary. They are complete scam artists.

Quick and general interview by one of the Program managers. As long as you're on your feet and are sure of what you've entered in your resume, the difficulty level is not too high for the interview. Some good questions were asked. Overall- not very nerve-wrecking and interviewer was quite polite.
