how are you and what was said basically honestly because that was honestly crazy and then I was walking down the street and I saw her and then she told me to stop talking to her and then after I was basically just a mess

They spent most of the interview explaining about the organization, department, and the position. They only asked about five questions and seemed uninterested. The interview concluded quickly after 30 minutes, and I was ghosted afterward.

So the first interview is just a phone call with the recruiter, who's an administrative assistant. After that, if you get through, the second round is a project team interview with the Program Manager (who'd be your supervisor), a Senior Program Manager, and some of the full-time staff.

Planner
I applied in Fall 2019 and they offered me a trip to interview in mid-December 2019, covering gas, hotel, and food. I met with two groups: potential coworkers and my direct manager, for about three hours total (an hour and a half with each group). Towards the end, I asked about next steps since they seemed interested. They said they'd decide by mid-January after the holidays. I followed up, and they said they'd decide in the next week. I finally got an automated email on September 2, 2020, saying the position was closed. It's disappointing they ghosted candidates for so long, which reflects poorly on the company. I wouldn't recommend interviewing with them, as this seems to be a recurring problem.
