I applied through a job fair at my university and had one 20-minute interview with two HR staff. The interview difficulty depends on your knowledge of water and power, especially DWP's. If you have this background, it's easier. If you were a LADWP intern, it's really easy. The water and power questions are crucial. As this is a city agency, results take 1-3 months and are scored. Scoring below 90% means waiting a year. Around 80% might get considered later if your list hasn't expired, but anything below 80-90% has a very low chance.

It was a totally negative experience. There were 2 people on the panel asking questions from a paper. One interviewer was incredibly rude and disrespectful. I could hear him taking deep breaths while looking at me and knew I was wasting my time, which destroyed my morale. I regretted all the time and effort I put into preparing. It felt like a waste of time and blatant discrimination. They clearly already had someone picked for the job. I waited 7 weeks for a rejection response.
