This was a multi-stage interview process with stakeholders. I actually started interviewing for this specific role two years ago, when I was tasked with helping this department develop a new function. We went through the vendor bid and evaluation process, purchased equipment, and actually started setting up operations. I was surprised when they passed me over for someone who had no prior involvement, fewer years of service, and fewer skills. I had no issues with personalities and had a good overall familiarity and rapport with the interviewers.
