Candidate-reported interview process

I applied online. A few days later, I got a written interview with a case study and 10 questions about case management. After I sent my answers, HR didn't get back to me. I followed up and they said they hadn't decided on the position yet. I never spoke with anyone.

You'll first interview with the Executive Director. If they're impressed, you'll then move on to interview with the Regional Director. You need to show you have a clear vision for campus improvements and what you plan to do.

They sent me a bunch of interview invites and asked for my availability really fast, like in under 24 hours. I replied but then heard nothing back. I called them up and finally had this really weird, unprofessional interview with the person I would be replacing, though she didn't tell me that upfront. It wasn't even with HR or the person I'd be reporting to. She clearly wasn't a real interviewer. At the end, she mentioned she'd give her notes to HR and that I'd hear from them. Less than a day later, they said they weren't moving forward with me, which is crazy because I'm totally qualified and the interview felt like it went well. What on earth did she put in her notes??
